For rap get about 2000 egg crates and glue them to your walls and ceiling. If you want to do it properly get a bunch of acoustic foam and glue it to your walls and ceiling. Depending on how much sound you need to keep out you might have to use 2 layers. There is a lot more you can do but since you specify cheap egg crates are the cheapest way to go. Egg crates glued over thin foam is a little better. Thick foam is more expensive but will do a better job of soaking up sound.
